--with-intl=full-icu could be less full #8979
Description
As my comment on #8707 shows, node built with --with-intl= none/small/full ends up being 15/19/42 MB on Mac.
@JCEmmons ' https://github.com/JCEmmons/cldr-ecma402 contains "just enough" CLDR to make ES402 work. This is for JSON, but the concept could be ported to icutrim.
Probably an interim step would be to allow a different .json config file, one that specifies a different set of locales, or 'all locales' but with some packages removed.
