Add two new jenkins-workspace machines:

  • test-equinix-ubuntu2204-x64-1
  • test-equinix-ubuntu2204-x64-2

Refs: #3028


Intention here is that these will replace the ones in the data facilities earmarked for closure at the end of November.

Draft for now while the CI is locked down for the security releases. The machines have been set up with these scripts but I've kept them offline in Jenkins and not yet run any builds through them.

Add two new `jenkins-workspace` machines:
- test-equinix-ubuntu2204-x64-1
- test-equinix-ubuntu2204-x64-2

The two new jenkins-workspace machines are now online in Jenkins -- I've taken test-packetnet-ubuntu1804-x64-1 and test-packetnet-ubuntu1804-x64-2 offline in Jenkins for now. I've also cloned the temporary binary git repository from test-packetnet-ubuntu1804-x64-1 to test-equinix-ubuntu2204-x64-1 (jenkins-workspace-7) so in theory jobs are still resume-able.
