Configurable Control Plane Log-Level

As a user of NKG
I want the ability to assign a log-level at startup of the control plane at runtime without restarting
So that I can select the level of logs that I want for my environment
And so that I do not lose the state of what is causing the issue.

Acceptance:

Control plane container:

Allow setting log-level at startup OR during runtime without NGINX reload
Document and define supported log-levels

Allow runtime configuration of log-level; raising and lowering the level dynamically
