[Enhancement Proposal]Advanced NGINX extensions

As a user of NGF,
I'd like to be able to configure NGINX features or NGINX tunables not implemented via NGINX extensions ( https://github.com/nginxinc/nginx-gateway-fabric/blob/main/docs/proposals/nginx-extensions.md)
So that I can implement my NGINX requirements without waiting for an NGINX extension to be implemented and released.
