Automate Functional Tests in the Pipeline

As an NGF maintainer
I want to automate our product telemetry functional tests
So that we can easily and reliably verify our product in a repeatable way

Acceptance

• Add support to our pipeline to run all NGF functional tests
• NGF functional tests are run in a temporary KIND cluster
• A sample functional test is added as the first test for the pipeline
  • See this for example
• No telemetry data is sent to our production telemetry endpoint.
• This does NOT include running the NFR tests automatically
