Telemetry Documentation

As a user of NGF or NIC
I want documentation that explains what telemetry is collected, why it is collected, and how to disable it
So that I know exactly what data is being collected
and so that I know how much this telemetry data contributes to building a better product without leaving explicit feedback.

Acceptance

• A document is created that explains:
  • What specific pieces of telemetry data is collected
  • Examples of values
  • Why it is collected
  • How to disable all telemetry
  • Telemetry results are shared in community meetings
  • What areas not to place sensitive information into (variables, values, etc)
• A privacy notice is attached if required by F5 for data collected.

This work hasn't been merged yet, so leaving the issue open. Just wanted to mark as Done on the sprint board since there is no more work to do.
