Call-out issues - Formatting issue in NGF upgrade doc

There appears to be a formatting issue in this section of the NGF upgrade doc with the NGINX Plus callout.

I have found a workaround adding a title to the callout

But I think Callouts that have a heading row, without title, inside of tabs are failing to render properly

I'm looking into this currently. It looks like this occurs when callouts are made inside of tab-groups using the markdown notation, ie. {{%call-out%}}. This only happened inside of tabs.

I'm still testing this out with tab-groups, but for now using {{}} inside of a tab-group should work.

There's another issue for another instance of this bug: #1348

In that scenario, Hugo notation is used for the call-out inside a tab group, and the call-out already has a title.
