Kind Dev Environment - Full Gateway+GIE Stack Deployment (with VLLM simulator) #26
Description
We currently have an Kind deployment for development at deploy/environments/kind, and most of the pieces needed to deploy a fully integrated Gateway+Endpoint Picker (EPP)+InferencePool stack in deploy/components.
The purpose of this task is to finish up anything left that's needed in the components, and get them added to the deploy/environments/kind so that a make install-kind will deploy the fully integrated stack (with the vllm simulator) in a single namespaces for developers to then quickly develop, test and iterate on the EPP
