Add SZArrayHelper and Unsafe.As<T>

Description

• Add SZArrayHelper class.
• Add Unsafe class with method As<T>.

Motivation and Context

• This class is needed to allow an SZ array of type T[] to expose IList, IList<T.BaseType>, etc., etc. all the way up to IList.
• Related with Support for generics <T> Home#782.

How Has This Been Tested?

• Unit tests running at Update mscorlib declaration and implement Unsafe.As<T> nf-interpreter#3233.
• [tested against nanoclr buildId 57781]
