setCameraOffsets: creating custom cameras

Is your feature request related to a problem? Please describe.

Currently, there is no way to change some aspects of the camera without having to completely recreate it from scratch.
setCameraOffsets and getCameraOffsets would be much easier and compatible with other systems.

setCameraOffsets would be useful because:

• It wouldn't break weapon aiming / orbit camera / running speed or other systems that use setCameraMatrix
• Allows creating better vehicle cameras
• Allows creating better weapon cameras
• Maybe it would allow the creation of a trully functional first-person camera

bool = setCameraOffsets(x, y, z)
x, y, z = getCameraOffsets()
bool = resetCameraOffsets()

I think somehow fixing the setCameraMatrix problems would be way better. You could achieve the same stuff with it and more without having to constantly calculate offsets.
