Update: Section 18.2.3 - p. 686 - Clarify Same Answer

Problem

"same answer" can't be taken literally - logical values aren't required to be the same in every language.

Suggested Fix

Add after "… same error handlers.": "In the above, 'same answer' means same truth value - the representation of true and false may be different in different languages."

While this is a trival fix, I have not created a PR, let's move this to MPI 4.1.
