Download grcov from Taskcluster instead of GitHub releases

Currently, we're downloading grcov from GitHub releases. This means it won't run on one-click loaners from mozilla-central build/test machines, as they have an old version of libc.

Or we could even install it via cargo, or somehow through setup.py.
