When reacting with multiple emojis, only one emoji is transferred

Currently, if you react with multiple emoji, only the one you reacted with last is transferred.

There are two possible ways I see to fix this:
* Do not treat the message as resolved until at least one emoji is removed
* Transfer all emojis

I think the first option is the better one, in case a volunteer accidentally adds two reactions.
