This PR includes:

1. copy of 0.7.0 rules to 1.0.0
2. making 1.0.0 the default version
3. added checks for gradinet_accumulation_steps (Add info about gradient accumulation in logging #78 )
4. adding RNN-T rules (it includes a new check for weights_initialization key (Add info about initialization method in logging #80 ))
5. adding Unet3D rules
