Chainstate test framework and api server cleanup

Changes extracted from #1967:

1. Minor improvements in the chainstate test framework;
2. Minor improvements in the API server:
   • set_mainchain_block in the postgres storage now always updates all columns on block id conflict.
   • some inconsistencies between the postgres and n-memory implementations were fixed.
   • tests were updated to check the above
