Panel on left or right drag behavior breaks with side bar

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.70.1 1.73.1
• OS Version: VoidLinux Ubuntu 22.04
• Destop Environment: AwesomeWM LXQt

Steps to Reproduce:

1. View -> Appearance -> Panel Position -> Left (anything but Bottom)
2. View -> Appearance -> Align Panel -> Right (anything but Center)
3. Uncheck View -> Appearance -> Secondary Side Bar

Issues:

1. Resizing Activity Bar or any of it's expanded element when panel is positioned Left triggers toggle/focus panel action.

2. Subsequently, setting any alignment option other than Center for panel that is not positioned at the Bottom resets Panel Position to Bottom.

Suggestions:

• Align Panel should only be available when Panel Position is set to Bottom

The strange behavior with the side bar is a bug, but the resetting position is by design so you get a correct configuration based on your most recent configuration.
