Consider ignoring import-error in default Pylint rules

It's the most common false-positive users come across (e.g. https://stackoverflow.com/questions/57537863/to-ignore-pylintimport-error-sometimes-is-the-best-solution). Perhaps it would be best to turn off the warning in our default rules?
