Wrong version of Python installed into empty conda environments

Testing #18731

• Create empty conda env
• Select that env as active env
• Python 3.10 is installed without asking me.

I want to use Python 3.9, but for some reason 3.10 is used, 3.10 doesn't work well in coda for Jupyter and the like, hence the wrong version was installed.

More reason for a prompt to install instead of installing silently #18754

I assuming installing coda automatically installs the latest desired Python version (3.9) if it's not already installed?
