Notification when environment is being created could be more clear

Based on studies, users were unclear what was being created during the creation project or what to expect (particularly during quick create)

Environment creation took a while (likely due to connecting to a remote) but it left them wondering what they should look for after clicking creation.

Could we update this notification message to be more specific about what is being created. For example instead of saying "Creating virtual environment" it could say "Creating virtual environment env_name using {Python version}"

For now can we change the notification that shows when the environment is getting created to be

"Creating virtual environment env_name using {Python version}"
