Manage Package icon seems redundant in the Python Project view

Based on user study feedback, providing the "Manage Package" button in both the Python Projects view and the Environment Managers view seemed redundant and resonated more at the Environment Manager level. There was some potential confusion about if changes would sync immediately if actions were taken in one view vs the other

We could consider removing the "Manage Package" option from Python Projects section

In addition, we could consider only allowing for "management" actions to take place in the "Environment Managers" section - this would mean removing the ability to delete packages from an environment and managing packages

Decision is to remove Delete Package and Manage Package from the top Python Projects fold
