Run “New Project” in one subfolder and create an environment

Discussed with @eleanorjboyd and it's based on the file you have open.

In this screenshot I had a file open from 'workspace 3'. I ran the new project command to create test3_project. I wasn't asked where to save the new project. It ended up in 'workspace 1'.

I also had the same problem, except the project would always be created in the root folder of the mono repo (despite any file I had open). It would be great if there was another step in the creation flow where you could explicitly pick where the project should be created.
