Support a new setting item,
MaximumPqTestNugetVersion, which would restrain the maximum version seized by the sdk.Like if I set it beneath 2.110.x like:
then the latest of 2.110.3 would be seized even when a previous path of 2.111 was set.

Few unit tests of NugetVersions
A fix of the e2e utls PqSdkNugetPackages::getAllPQSdkVersions, which would also respect the setting item
MaximumPqTestNugetVersionRefactor the previous e2e utils class
