Bug Description

The "Setup workspace" command is displayed in the "Power Query SDK" pane even after a workspace has been setup.

Steps to Reproduce

1. Create a new folder and open it in VSCode.
2. In VS Code, use the "Create an extension project" command to initialize a workspace.
   

Actual Experience

Notice that the "Setup workspace" command appears in the "Power Query SDK" pane even though the workspace has already been set up.

Expected Experience

The "Setup workspace" command should not be offered if the workspace has already been set up.
