Debugger should warn when debugging extension that is not compatible with VS Code version

1. Have an extension with an engine version that is newer than the version of VS Code you have
2. Hit debug
3. None of your breakpoints hit
4. 😢 Be confused as there is no warning telling you why this is happening and the same config worked just a few hours ago.

Is this in reference to the issue where breakpoints don't work for node 23.2.0 and 23.3.0? Downgrading to 23.1.0 fixes it. I'm not sure if it is an incompatibility, or who needs to issue a fix here unfortunately. I did find there is an issue report for node as well on this, if it's that same issue.
