The GB18030 language is not supported when entering a name for the Function App

Language for GB18030: All

Repro Steps:

1. F1 --> Select "Create Function App in Azure...(Advanced)" --> Enter a name with GB18030 language.
2. Check the result.

Expect:
There is no error.

Actual:
An error occurs when entering a name with GB18030 language.

This issue also reproduces when entering the name for the function name/slot name.

@v-xinda can you create a separate issue for the "function name" bug? Slot name can stay in this issue, but function name will probably have to be addressed separately

@EricJizbaMSFT I got it, I created a separate issue 2461 for the "function name" bug.

Tried this in the portal and it failed with a "Bad Request" error. May not be supported by the platform at the moment
