[Discussion] Should apps with dedicated plans have CONTENT* settings

Related to #1682, @paulbatum initially said Windows Dedicated should not have CONTENT* settings, but then said:

Maybe my above table is wrong re: dedicated because it will make it harder for people to switch SKUs once we support that.

Just a quick note, haven't lost track of this. Right now I'm leaning towards keeping the current VS code behavior of using content* settings and updating our portal and other tooling to be consistent. I have an internal thread going with a few folks to confirm that this makes sense.

I'm revisiting this because Linux Consumption now supports the CONTENT* settings. It's been a while since this issue was originally opened and the portal/az cli still do not add CONTENT* settings for dedicated plans. In the absence of a clear answer from @paulbatum or others on the Functions team, I'm just going to make us consistent with the portal and az cli
