Added net9.0 to the TargetFrameworks in Microsoft.Build.Locator.csproj. Removed unnecessary blank lines and ensured the file ends without a newline. Other properties and item groups remain unchanged.
Added net9.0 to the TargetFrameworks in BuilderApp.csproj. Removed unnecessary whitespace and ensured proper formatting of the XML structure. No functional changes to the project references or imports.
Added net9.0 to the TargetFrameworks property in the Microsoft.Build.Locator.Tests.csproj file. This change ensures compatibility with the latest .NET version. No other significant modifications were made.
