Allow Profile Updates

• Add Update-AzureRmProfile cmdlet to update a profile to the latest versions in that profile
• Add query in Add-AzureRmProfile to detect if latest versions are not installed and query for install (load local versions otherwise)

Mark, we have -Update flag in Use-AzureRmProfile that behaves this way. What do we need to do here?

@igorse mainly discoverability. If I am looking to update my modules, Use-AzureRmProfile is not where I would look. We should certainly only implement the functionality once, however.

This functionality is already present in Use-AzureRmProfile cmdlet:

For the purposes of non-duplication & simplicity, Update-AzureRmProfile will simply call Use-AzureRmProfile with parameter splatting, after updating the profilemap cache from endpoint.
