Description (*)

Please check function: protected function _createUserRole($parentId, ModelUser $user)

in app/code/Magento/User/Model/ResourceModel/User.php

Let see:

if $parentId = 0, this function absolutely goes wrong.

the if ($parentRole->getId()) {...} block should move to behind $parentRole = ...

Fixed Issues (if relevant)

Try to use the _createUserRole($parentId, ModelUser $user)
with $parentId = 0
