Category Sort Order is not saved in Flat Table

Preconditions

Magento 2

Steps to reproduce

1. Enable Flat Catalog
2. Change the order of subcategories within one parent category (by dragging them).

Expected result

1. Position value is updated in Flat table for all affected subcategories of this level (where position has changed)

Actual result

1. Only the subcategory which has been replaced is updated (plus parent categories)
2. The order of categories on the frontend becomes incorrect until Flat Category is re-indexed

@stanislav-zgr Thanks for posting this issue. I was really struggling trying to sort categories that just didn't transfer over to the website category menu. I am using 2.1.2 CE. @duhon @vkorotun hopefully some is assigned this issue.

We were not able to reproduce this issue by following the steps you provided. If you'd like to update it, please reopen the issue.
We tested the issue on 2.3.0-dev, 2.2.0, 2.1.9
