Description

Admin Page "Stores -> Configuration -> Services -> OAuth" throws Reflection Exception.

Preconditions (*)

1. Magento 2.3.0-beta18

Steps to reproduce (*)

1. Login as admin and open the Stores -> Configuration -> Services -> OAuth page

Expected result (*)

1. Page loads without an exception

1. Page throws ReflectionException
