Previously we fell back to just simplifying the branch cond to true since one of the phis was a VPEVLBasedIVPHIRecipe. However this should be fine to replace with its start value.

EVL-based phis can be handled like canonical IV phis.

FWIW, I think after #118638/#129508 we might be able to handle VPWidenIntOrFpInductionRecipes, since it looks like it was left out from the original PR at the time because we couldn't model a step vector as a recipe
