Cross-compiling is broken

This may be related to rust-lang/rust#71848 but that mentions it only happens on nightly, and we're only seeing this failure on stable.

The build fails with:

error: options `-C embed-bitcode=no` and `-C lto` are incompatible

error: could not compile `wishbone-tool`.

To learn more, run the command again with --verbose.

The command "sh ci/before_deploy.sh" failed and exited with 101 during .
