Create minikube-os repo

one for minikube-os from kuberenetes-sigs project for ISO, so that minikube ISO be released separate from minikube repo and published as github assets

There is a copy of the old repository (github.com/coreos/minikube-iso) on https://github.com/minikube-machine, but that github organization doesn't have any specific hosting or building resources - it was meant for (machine) source code only.

It doesn't build with the latest code (github.com/kubernetes/minikube), since the ISO is now mixed with the rest of the monorepo. So there is work needed, to separate the build of minikube client with the minikube OS and libmachine drivers.

At the moment, I don't think the ISO even boots (or reboots) without being started by minikube.

i.e. there is some configuration, like Docker, that is done at runtime and not properly persisted?

Renaming from "minikube-iso" to "minikube-os" might be in order, that might open up for releasing a "minikube-img"?

That is: in the future, you might want to run minikube from a regular HD disk image - instead of a Live CD like now...

Main issue with current is that it it is too big and uses too much memory*.

Compared to when using the standard Ubuntu ISO with kubeadm/containerd

It was a smaller problem for docker-machine, but the OS grew (from 275MB)

So maybe now when it is close to a GiB, it should not all be loaded into memory?
