Release is not generating the artefacts

What broke? What's expected?

When we tried to do the release for v3.2.0 we saw that the artefacts were not generated.
However, we have no access to cloudbuild.

We need to review and fix the release process for KB.

Reproducing this issue

Try to do a release. The artefacts should be automatically generated with the release notes when we push the tag.

We're trying to get access to the cloudbuild for now but we should look at moving to github actions.

Yes, we are facing problems with the automation to do the release and we want to be sure that still.
However, we are also looking to do the release of 3.3.0 soon.
