Remove the pod cache in datastore #346

What would you like to be added:
We currently have two caches, one in the datastore and one in the provider to track inferencePool pods (endpoints); we only need one. This will also help us remove the refreshPodsOnce thread.
Why is this needed:
The intermediate cache adds no value.
