Update Quickstart Release Script

The hack/release-quickstart.sh script is used to manage versioning of Quickstart assets. The guide currently manages updating the GPU-based vLLM model server but should be updated to support the Simulator or CPU-based deployment options also.

I think we need to use latest tag instead of keep updating deployment versions on releases.

the GPU deployment uses - image: "vllm/vllm-openai:latest".
the sim deployment should have latest tag after Shmuel updated it (probably starting from next release).
for cpu deployment I open an issue in vllm:
vllm-project/vllm#19869

We should use latest (where available) for vLLM deployment manifests on the main branch. When cutting a release, these tags should be updated to the latest release tag from vLLM, llm-d-simulator, etc. I created #1022 to track updating the vLLM image tags to latest.
