fix: always send autoCreateSubnetnetworks field to create VPC network

What this PR does / why we need it:

The controller tries to create a legacy network instead of a VPC network when setting autoCreateSubnetnetworks to false, because the field is not sent to the google cloud API.

Always send autoCreateSubnetnetworks to gcloud to force VPC network creation

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
