test: container-environment, unstable

Current Behavior

The new container-environment test turned out to be very unstable in the v25.08 release so the core team decided to disable it for the release.

The container image used in the test does not have httpd, so netcat was used as a workaround, but it turned out to not always start.

Expected Behavior

The test is built around fetching a page over http from the container, where the page contains the passed environment variables.
