The Linux CI is about 1/10 the cost of the macos CI, so this tries to get us early warning of failures with costing GitHub as much in donated CI time

Also, as an experiment, I used claude code to help with this PR.
Note that GitHub is donating CI costs to Jupyter, we are not paying for these CI costs out of Jupyter funds.
