How to trigger a 'download' with a bundler?

I'm trying to figure out how some of the bundlers automatically generate a "download" operation in the browser after the conversion is finished (for example, the "download as: Python" button does this). I can't find obvious ways to do this from the documentation, and I also can't find where the Python bundler is defined. Can anybody point me in the right direction?

Not entirely sure what bundlers are, but the nbconvert handlers set a 'content-disposition' header to encourage the browser to download the response:
