Validating URNs

I provided some context for the validation of URIs in this issue.
I also think we need a similar mechanism for the validation of URNs (RFC 8141) since they are becoming increasingly used for tracking, analytics, and policy management. A URN is a URI, but a URI isn't necessarily a URN, and URNs have specific constraints that don't apply to other URIs. So, I think URNs would benefit from their own vocabulary for validation.

I have an 80%-designed vocabulary for URIs/IRIs/URNs/whatever lying around somewhere. I've been meaning to dust it off and finish it as an example for my blog series on vocabularies.
