Create a user-facing "documentation" and add it as a link to "Tutorials and documentation"

Add user-facing documentation with the steps needed to be taken by the customer for getting started with our solution.

For example, google-cas-issuer requires a GCP service account to be bound to the google-cas-issuer serviceaccount that was created by the deployer.

We can take inspiration from what is inside our README.md.

This documentation would probably be put in the "Documentation" section that you can edit here:

Not sure how/where to present this documentation... For the unleash enterprise solution, it goes like this:

• https://www.unleash-hosted.com/google-cloud-marketplace is the "getting started" guide for the google cloud marketplace "using the UI" (as opposed to using the CLI);
• https://www.unleash-hosted.com/docs is their product's documentation.

For Jetstack Secure for cert-manager, maybe do something similar?

• https://platform.jetstack.io/jetstack-secure-for-cert-manager-gcm is the "getting started" documentation for the UI-based onboarding with a step-by-step guide on how to use the UI
• https://platform.jetstack.io/docs would be the documentation of the Jetstack Secure product (the UI + the agent)
  → should it be https://www.jetstack.io/jetstack-secure?

I started my draft in content/jetstack-secure on the jetstack-website. Not sure if that's where it is supposed to be hosted; my guess is that it will be hosted on a Hugo-enabled website so it will be ready to be moved wherever it needs to be moved 😅

At the moment, the UI documentation is in the jetstack-secure-gcm README, but I’ll move it to https://github.com/jetstack/jetstack-website/tree/master/content/jetstack-secure
as soon as m’y PR gets approved!

Next steps will be:
