Do not inherit InstallCommand on SailEnvCommand

Do not inherit InstallCommand. Instantiate it instead like (new InstallCommand())->replaceEnvVariables($services).

InteractsWithDockerComposeServices trait is introduced in this pr from laravel/sail. So it is now easier to extend the laravel/sail's functionality without inheriting the InstallCommand class
