What is the current behavior?

Issue URL: resolves #24435

What is the new behavior?

• body is now always promoted to its own layer. It was supposed to be its own layer even before this change, but there is a quirk in WebKit where this does not always happen.
  Typically we do not want to "force" layer promotion but given this is an instance where body is truly supposed to be its own layer, this seems like an acceptable exclusion to the rule.

The timing of when things get promoted seem to be partially determined by when .ion-page is added to ion-app during the Stencil rendering lifecycle. After a day of testing, I was not able to isolate the issue enough to create a proper code reproduction.
