feat: h11 and h24 support for `ion-datetime`

Describe the Feature Request

ion-datetime currently only supports the h12 and h23 hour cycle formats, but could be updated to support the h11 and h24 formats.

i did not found a way to write about ion-datetime in ionic 6, but really it was an stupid thing happen, cuz i need the same design to be in same ion-item to show it as usual, you had to input an option to select a view type...

Any idea if possible at present to have hour "24" (max 24:00) available for selection in the wheel?

Here's a use case:
I'm trying to give the user the option to select a range of time to do a search..
Right now it's not possible to search from 22hrs to 24hrs.. Because h24 is not available you could only search until 23:59 or 11:59pm..

It's not an easy or pretty fix, because user would be able to search for 24:59, i recognize that..

But right now there's no way to search until midnight..

Thanks for the issue. This has been resolved via #28219, and a fix will be available in an upcoming release of Ionic Framework.
