Add lab support to build

Short description of the problem:

I can use ionic serve -l to ghet the lab view of my app, but not the build / cordove:build command.

What behavior are you expecting?

I'd love to have the option of building my app in lab mode. The usecase here would be a CI built static version of my app that can be better viewed when in lab mode.

Building compiles application for use in device or emulator. There's no software that i know which would run both iOS and Android packages, even more so at the same time. Just run iOS emulator side by side with android emulator if you want to have something similar.
