Native implementation doesn't provide any accuracy guarantees, so
checking return value is not portable.
This test fails on the system with GCC 7.3 (default GCC on Ubuntu 18.04).

%clangxx and %clang were always set to clang which is not expected.
After the fix the substitutions above are set to the compiler passed by the user.

The change exposed several issues with existing change which were fixed:
* Fix build of tests requiring OpenCL ICD loader
* Fix windows specific test
* Disable unsupported tests
* Fix tests which are not functional with clang-cl

We noticed some performance issue while in lldb-vscode for grabing the
name of the SBValue. Profiling shows SBValue::GetName() can cause
synthetic children provider of shared/unique_ptr to deference underlying
object and complete it type.

This patch lazily moves the dereference from synthetic child provider's
Update() method to GetChildAtIndex() so that SBValue::GetName() won't
trigger the slow code path.

Here is the culprit slow code path:
