enable seamless upgrade capability

follow upstream issue intel/intel-device-plugins-for-kubernetes#1390 to see when seamless upgrades is made to work again with SHA based tags.

As we roll out new releases, having seamless upgrades capability in place is important

@hershpa Sorry this got lost with other issues that are ongoing.. lets plan this for 4.14 OCP release as this is a feature enhancement and needs to be tested thoroughly. Our current v1.1.0 will be a minor release for 4.13 OCP. let me know your comments.
