Allow importing diffusers without having PyTorch installed.

Follow-up PRs once more Flax/JAX functionality is added:

  • Improve testing structure to only run tests if either PyTorch or Flax is installed
  • Improve docs stating that both PyTorch and Flax can be installed
  • Refactor schedulers and remove the set_format(...) function.
